Completion Notices and New Properties
All new build properties or properties that have been substantially restructured are given completion notices. Notices can be issued up to three months before a property is considered substantially complete (such as having external and internal walls in place, a roof and laid floors).
The notice shows the date on which the property is expected to be complete – this will also be the date that Council Tax will start to be charged on it. Completion notices are issued to the owner of the property – this is defined as 'the person entitled to possession'.
I Disagree with the Completion Notice
If you disagree with the date on the completion notice, contact us first – you have four weeks from the date the notice was issued to do this. Your case will be reviewed and revised if necessary and we will write to you with the decision.
If you still don't agree with the revised decision you can contact the Valuation Tribunal Service
